Tender Description
The Karachi Metropolitan Corporation Finance & Accounts Department (Contract Management Wing) invites bids for the desilting of nala and transportation of de-silted material to designated dump sites at Karachi District Korangi for the monsoon year 2026. This procurement is specific to Karachi city under the jurisdiction of KMC and aims to ensure uninterrupted storm water flow during the monsoon season to minimize urban flooding and environmental hazards.
The technical scope includes complete cleaning and de-silting of open nallahs, storm water drains, culverts, and allied drainage structures. Excavation and removal of wet silt, sludge, municipal solid waste, debris, vegetation, and other obstructions will be carried out manually and mechanically. The contractor must provide all machinery such as long boom excavators, wheel excavators, chain excavators, front end loaders, dumpers, pumping sets, and winching machines. Transportation of de-silted material to approved dumping sites must be leak-proof and comply with environmental and traffic regulations. Safety measures including PPE for labor and environmental protection are mandatory.
Eligibility requires valid NTN, active FBR ATL status, PEC registration in category C-4 or above with relevant codes, valid sales tax registration, and at least three years of relevant experience in desilting or similar municipal drainage works. Bidders must have completed similar works with KMC in the last three years and demonstrate capability for emergency monsoon operations. Financial documents including bank statements and tax returns for the last three years are required.
The bid submission deadline is 03:00 p.m. on 08-06-2026, with electronic submission through the Sindh E-Procurement and Disposal System (EPADS). Original bidding document fee of Rs. 5,000/- in the form of a pay order must be submitted to the office of the Director (CMW), KMC by the deadline. Bids will be opened the same day at 03:30 p.m. at the KMC office. The bid security is 5% of the estimated cost and must be valid for six months. Bidders should ensure their bids are unconditional and comply fully with the eligibility and evaluation criteria.
A practical tip for bidders is to carefully prepare the technical bid with all required documents including authorization letters and affidavits on judicial stamp paper to avoid disqualification. Ensure machinery and manpower details are complete and verifiable. Early submission of the original bidding fee and bid security instruments is crucial to avoid rejection. Strict adherence to the scope of work and SOPs will enhance chances of contract award. Bidders should also prepare for possible emergency deployment during monsoon as per contract terms.
