Tender Description
Quaid-e-Azam Solar Power (Pvt.) Limited (QASPL), a public-sector company established by the Government of Punjab, is inviting Expressions of Interest (EOI) for the pre-qualification of firms, companies, contractors, and joint ventures for the development of a 20 MW grid-connected solar power plant at Hudiara Drain, Lahore. The project includes the installation of electric bus charging docks and supply to the nearby grid, reflecting a significant renewable energy initiative in Punjab.
The technical scope covers the design, construction, and commissioning of the solar power plant, including electrical works related to the integration of the plant with the local grid and the installation of electric bus charging infrastructure. Interested firms must be registered with the Pakistan Engineering Council (PEC) in Category C-A or above, with valid registration in relevant electrical and energy-related codes. Both local and foreign firms may apply, but foreign firms must partner with a PEC-registered local firm. Firms must also be active with the Federal Board of Revenue (FBR) and Punjab Revenue Authority (PRA), or provide equivalent registration proof if foreign.
The EOI submission deadline is **20-07-2026 11:00 AM**, with opening at 11:30 AM the same day. Applications must be submitted online via the PPRA EPADS system (https://punjab.eprocure.gov.pk) by uploading PDF files as per instructions. A pre-application meeting will be held on 14-07-2026 at 11:30 AM at the QASPL office in Lahore to clarify project scope and prequalification requirements.
Bidders should ensure their technical and financial documents are complete and submitted through the EPADS portal to avoid disqualification. Earnest Money and CDR requirements will be detailed in the prequalification documents. A practical tip for bidders is to attend the pre-application meeting to gain clarity on technical specifications and submission procedures, which can significantly improve the quality of their proposals and chances of qualification.
