Development of E-Commerce Website and Mobile Application with Community Mobilization for Women in Sindh

The Women Development Department, Government of Sindh, Karachi, is procuring professional consultancy services for the development of a comprehensive E-Commerce platform aimed at empowering women entrepreneurs across Sindh. This project includes the design and development of a B2B and B2C web portal, along with Android and iOS mobile applications, to facilitate direct online sales and business interactions for women artisans and producers. The technical scope covers the creation of a user-friendly website with advanced features such as AI and ML integration, cloud storage, secure payment gateways, multi-language support (Urdu, Sindhi, English), and mobile commerce capabilities. The mobile applications will mirror the website's functionalities, optimized for low-bandwidth environments to ensure accessibility in rural and semi-urban areas. Additionally, tutorial videos in multiple languages and accessible formats will be developed to assist women in using the platform effectively. A critical component of the project is the mobilization of communities. The successful consultant will form and deploy mobilization teams to conduct capacity-building trainings, especially targeting rural women, to raise awareness and facilitate registration on the platform. The mobilization will include establishing women's working groups and conducting door-to-door campaigns to enroll at least 100 women per district. Public awareness campaigns through print, electronic media, and social media platforms will further promote the portal. Eligible firms or joint ventures must demonstrate relevant experience in IT consultancy, software development, and community mobilization, with a minimum of five years in the sector. PEC registration, FBR/ATL compliance, and proven financial soundness are required. The technical proposal must include detailed CVs of key professionals such as Project Manager, AI Developer, Web and Mobile Developers, Trainers, and Quality Assurance Experts.
