Development, Operation, Management and Maintenance of Temporary Flora Market at Sector G-13 Islamabad

The Federal Government Employees Housing Authority (FGEHA) invites sealed proposals from eligible Pakistani individuals, firms, companies, registered florist/horticulture associations, associations of firms, joint ventures and consortia for the development, financing, construction, operation, management and maintenance of a Temporary Flora Market comprising eight (08) shops at Sector G-13, Islamabad, under the Build, Operate & Transfer (BOT) Model on a fixed monthly concession fee basis. Items being procured: - Development, operation, management and maintenance of eight (08) temporary/prefabricated flower shops - Preparation and approval of architectural, structural, electrical, plumbing, drainage, landscaping and utility drawings - Construction of internal roads, paved pedestrian walkways, ramps, circulation areas - Provision of parking arrangements, entry and exit points, loading/unloading areas - Landscaping and green areas including ornamental trees, shrubs, flower beds, planters, irrigation - Electrical infrastructure including distribution, wiring, lighting, emergency lighting and backup - Water supply, sewerage, storm-water drainage and other utilities - Market identification signage, directional signage, shop numbering, information boards, advertising panels, waste bins, public convenience facilities - Security arrangements including guards, CCTV surveillance, access and boundary control - Fire-safety and emergency equipment - Shop licensing and commercial management of shops - Routine, preventive and emergency maintenance of all structures, utilities and common facilities - Solid-waste collection, segregation and disposal The Concessionaire shall complete the development within three (03) months from signing the Concession Agreement and operate the market for an initial five (05) year period with possible extensions up to fifteen (15) years. The Monthly Concession Fee payable to FGEHA shall be no less than Rs. 200,000/- per month with a 10% compounded annual escalation. The Concessionaire bears all commercial and operational risks including shop occupancy and revenue collection. Bid security and performance security of Rs. 500,000/- each are required. Eligible bidders include Pakistani individuals, companies, firms, registered associations, consortia or joint ventures with valid tax registration, financial capability, and relevant experience in flower market development or similar projects. Technical and financial proposals shall be submitted under a Single Stage Two Envelope procedure. The technical proposal will be evaluated on experience, concept, operation plan and financial capacity. Financial proposals of technically qualified bidders will be opened subsequently. The project site is offered on an 'as is where is' basis. Bidders are advised to conduct site visits to assess conditions. The Concessionaire is responsible for compliance with all applicable laws, safety, environmental and municipal regulations. FGEHA will monitor compliance and may inspect the market during reasonable hours.
