Establishment and Operations of Multipurpose Sports Complex in Sector G14/4 Islamabad on Monthly Rent Basis

The Federal Government Employees Housing Authority (FGEHA) invites sealed bids through a Request for Proposals (RFP) for the establishment and operations of a Multipurpose Sports Complex located in Sector G14/4, Islamabad. This project is offered on a monthly rent basis under a Build-Operate-Transfer (BOT) model with a contract period of ten years, extendable for another ten years at FGEHA's discretion. The facility will provide a variety of sports and recreational amenities including futsal courts, tennis courts, padel courts, badminton courts, basketball courts, volleyball courts, cricket facilities, pickleball courts, skating areas, fitness facilities, children's play areas, jogging tracks, indoor sports, gym, sauna, steam, cold plunge, and other compatible sports or leisure activities. Ancillary facilities include a coffee shop, professional sports shop, reception and ticketing office, washrooms, changing rooms, parking for 35-40 vehicles, landscaped green areas, pedestrian walkways, boundary fencing, LED flood lighting, CCTV surveillance, and utility services. All materials and equipment must be new, commercial grade, and comply with Pakistan and international standards. Bidders must submit a conceptual layout plan, business plan, and financial plan demonstrating technical feasibility, operational sustainability, and financial viability. Eligibility requires registration with FBR, active taxpayer status, and no blacklisting. Experience in construction and operation of sports facilities is mandatory. Bid security of Rs. 1,000,000/- and performance bank guarantee of Rs. 1,000,000/- are required. Bids must be submitted online via EPADS portal with original bid security delivered to FGEHA office. Technical bids will be opened publicly, and financial bids of qualified bidders will be evaluated. The highest monthly rent offer above the minimum base rent will be accepted. The successful bidder must complete construction within 180 days and will pay rent with a 10% annual increment. FGEHA employees will receive a 50% discount on sports activities.
