Eligibility requires firms to be registered manufacturers or developers with FBR and preferably registered with DESCOM. Bid security of up to 5% of the bid price is mandatory for items valued at Rs. 0.50 million or above.
The tender follows a Single Stage Two Envelope bidding procedure with separate technical and financial proposals. Technical proposals will be evaluated on criteria including engineering expertise, quality assurance, capacity, design capability, financial strength, and past performance. Only technically qualified firms will have their financial proposals opened.
The deadline for submission is **30-09-2026 at 10:30 hrs**, with opening at 11:00 hrs the same day. Proposals must be submitted to the Managing Director DESCOM, Heavy Industries Taxila, Taxila Cantt. A practical tip for bidders is to ensure all required documents such as no blacklisting certificate, FBR registration, technical infrastructure details, and bid security are complete and attached to avoid rejection at the technical scrutiny stage.
This tender offers a significant opportunity for firms with manufacturing capabilities to engage with a prestigious defense organization and potentially secure sole manufacturing rights for subsequent bulk procurement contracts.
