The bidding will be conducted through international competitive bidding using a Single-Stage Two Envelope Request for Proposal (RFP). Detailed evaluation and qualification criteria are provided in Section III of the bidding documents. Bidders must submit electronic bids using the EPADS V 1.0 platform by 15 December 2026 at 11:00 AM. Manual bids will not be accepted. Electronic bids will be opened the same day at 11:30 AM in the office of the Chief Engineer/Project Director Diamer Basha Dam Project in the presence of bidders' representatives.
All bids must be accompanied by a Bid Security amounting to PKR 4,000 Million or an equivalent in freely convertible currencies in the form of a Bank Guarantee issued by a scheduled bank in Pakistan. The original bid security must be delivered to the Chief Engineer/Project Director's office at WAPDA House Lahore, Room #173, or WAPDA Colony Thor, Diamer, Gilgit Baltistan before the deadline. Bids without bid security or submitted after the deadline will be declared non-responsive.
Interested bidders should ensure they meet all eligibility criteria including PEC registration and FBR/ATL compliance. The bidding documents containing detailed terms, conditions, specifications, and drawings are available on the PPRA E-PAD Portal at https://www.eprocure.gov.pk.
One practical tip for bidders is to carefully review the qualification criteria in Section III and ensure timely submission of both electronic bids and original bid security to avoid disqualification. Early registration on the EPADS platform is recommended to resolve any technical issues well before the deadline.
