Replacement of Car Parking Shed and Miscellaneous Construction Works at CMES (A) Rawalpindi and Jhelum

The Military Engineer Services invites sealed tenders for important construction works in Rawalpindi and Jhelum under PPRA Rule 13 (1) of 2004. The works include replacement of the car parking shed made of fiber glass at CSD Flats Rawalpindi with an estimated cost of Rs. 11.697 Million. Additionally, miscellaneous facilities construction works, repair and maintenance contracts, and electric and water supply services at CMES (A) Rawalpindi and CMES (A) Jhelum are also included with an estimated cost of Rs. 250 Million. Items being procured: - Replacement of Car Parking Shed (Fiber Glass) at CSD Flats Rawalpindi - Miscellaneous Facilities Construction Works - Repair and Maintenance Works - Term Contracts - Electric and Water Supply Services at CMES (A) Rawalpindi and CMES (A) Jhelum Contractors must submit applications for tender documents along with complete credentials as specified. Only firms with sufficient experience and meeting special conditions will be issued tender documents. Contractors must be registered with Pakistan Engineering Council (PEC) and provide proof of registration. Contractors not registered with PEC are ineligible. Contractors on the approved MES list in categories A, B, C, or D with relevant experience may apply. Tender submissions must be received by the Accepting Officer by 1130 hours on 10 November 2026. Tenders will be opened at 1200 hours the same day. Contractors should ensure no litigation or outstanding inspection reports exist against them. Firms not on the approved MES list must furnish certificates detailing works executed in the last two years. The accepting officer reserves the right to accept or reject tenders as per Para 33 (i) of PPRA Rules. For bidders, it is crucial to prepare a thorough technical bid with all required documents and ensure timely submission to avoid disqualification.
