The procurement is conducted under PPRA rules using a single stage two envelope procedure through the Punjab E-Procurement System portal, which is compulsory for all bidders. Technical and financial bids must be submitted online; hard copies will not be accepted. The last date for submission is 19-10-2026 till 11:00 a.m., with technical bids opening the same day at 11:30 a.m. Bidders must submit a 5% bid security online via the Punjab E-Procurement System in collaboration with Bank of Punjab. Eligibility requires firms to be registered for Income Tax and Sales Tax and to participate through the Punjab E-Procurement System. Tender rates will be valid for 120 days from submission.
