Tender Description
The Planning and Development Department, Government of Sindh, invites consulting firms in Karachi to develop a digital Procurement Management System (PMS) under the SWAT Project. This initiative falls under IT Software & Licenses category and aims to enhance procurement transparency and efficiency.
The consultancy involves designing a simplified, user-friendly PMS using low-code platforms like Excel, Google Sheets, or AppSheet. The system will cover procurement planning, solicitation tracking, bid evaluation, and contract management. Located in Karachi, the project requires understanding existing workflows and delivering a digital solution within three weeks, including dashboards and audit trails.
Firms must comply with PEC and FBR registration requirements and demonstrate relevant experience with at least three similar projects. The consultancy follows the Consultant Qualification Selection method per SPPRA rules. Firms should ensure valid ATL status for 2025-26 and meet turnover criteria of at least PKR 4 million over the past three years.
EOIs must be submitted within 15 days of publication, with the deadline on the 22nd of May 2024 at 23:59:59. The opening and submission will take place at the Project Coordination & Monitoring Unit, 2nd Floor, Sindh Bureau of Statistics Building, Clifton, Karachi.
