Digitization and Automation of Records for Hyderabad Development Authority on BOT Basis

The Hyderabad Development Authority (HDA) in Sindh is procuring a comprehensive solution for the Digitization and Automation of its records on a Build Operate Transfer (BOT) basis. This project is specifically for Hyderabad city and aims to modernize the management of land and property records through a centralized digital system. The scope includes development of a Land Record Management System (LRMS) integrated with GIS, business process re-engineering, data entry, scanning and indexing of over 43,800 property files, drone ground survey, and provision of hardware such as servers, computers, networking equipment, and biometric devices. The system will enable secure access, real-time verification, automated workflows, and a secured printing mechanism for official documents. The project also covers operation and maintenance for an initial period of 5-7 years. Eligible bidders must be Pakistani private limited companies or firms with legal presence in Pakistan and local presence in Sindh. They should be active taxpayers with Sindh Revenue Board and have at least 25 full-time relevant resources. Financial strength with an average annual turnover over PKR 500 million in the last three years is required. Bidders must provide a complete software solution, demonstrate compliance with technical specifications, and submit a bank guarantee of PKR 2 million as bid security. The tender documents can be obtained from the Hyderabad Development Authority upon payment of Rs. 5,000. Bids must be submitted by 02 July 2026 at 2:30 PM. The submission includes separate technical and financial proposals with bid security enclosed in the technical bid. The technical evaluation carries 70% weightage and financial evaluation 30%. The lowest evaluated responsive bidder will be awarded the contract.
