Dispensing Unit Paint Works at Retail Outlets-Central Region

Pakistan State Oil Company Limited (PSO) invites quotations for Dispensing Unit Paint Works at its Retail Outlets in the Central Region, specifically at PSO House, Karachi. This procurement involves comprehensive paint and graphics work on 160 dispensing units. Items being procured: - Dispensing Unit Paint: Cleaning surface and applying two coats of spray paint, approximately 50 microns of black or white paint depending on original paint, plus Green Paint of PSO Design. This includes covering graphics and display panels, removing old graphics, surface preparation including dent removal and rivet repair, and applying steel putty where required to ensure a smooth surface. Paint application is done using a 5HP compressor maintaining 10 bar pressure. - Dispensing Unit Graphics: Removal of old graphics, cleaning surface, and pasting new PSO standard graphics (3M or equivalent) on both sides of the dispensing unit small panel (7 inch diameter), large panel (9 inch diameter), and pasting Zero Meter stickers as per PSO scheme communicated by the concerned engineer. The technical scope requires all materials, tools, and labor charges to be included. Transportation charges are also part of the scope. The job completion time is 90 days after purchase order issuance via email or SAP Ariba. A penalty ranging from 0.1% to 10% of the bill per day applies for delays. The applied paint thickness must not be less than 100 microns, verified by a calibrated Alcometer with validity of at least 4 months, which is the contractor's responsibility. The contractor must obtain the latest approved artwork from the concerned DE and get paint approval from the engineer before starting work. Step-by-step photographic evidence must be shared with the engineer at key stages: surface preparation, putty application, single coat, and double coat. The engineer will approve progression to the next step. Contractor responsibilities include removal and disposal of debris outside retail outlet premises as instructed, provision of adequate and fully functional PPEs for workers, and ensuring safety measures including cordoning off work areas and implementing Lock Out Tag Out (LOTO) procedures to protect outlet operations, staff, and customers.
