Disposal/Sale of Approximately 20,800 Metric Tons of Sealed Wheat Stock in Rice Mills, Grain Merchants Warehouses and Private Godowns in District Usta Muhammad

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Commodity Management Department, Government of Balochistan, invites sealed bids from eligible bidders for the disposal and sale of approximately 20,800 metric tons of sealed wheat stock currently lying in rice mills, grain merchants warehouses, and private godowns in District Usta Muhammad. This stock was sealed during the anti-hoarding campaign conducted jointly by the Commodity Management Department, District Administration, and Police under relevant laws. The auction will be conducted on an "As-Is, Where-Is" basis through open competitive bidding. Items being auctioned: - Approximately 20,800 metric tons of sealed wheat stock located in rice mills - Grain merchants warehouses - Private godowns in District Usta Muhammad Interested bidders may inspect the sealed wheat stock at the respective locations during office hours before submitting bids. No claims regarding quality, moisture, or quantity will be entertained after submission. Eligibility criteria include being flour mills, registered grain traders, feed manufacturers, industrial users, or any other eligible entity approved by the Competent Authority. Bidders must possess valid CNIC, NTN, Sales Tax Registration (where applicable), and must not be blacklisted by any Government Department. Each bid must be accompanied by a bid security of Rs. 20.00 million in the form of a Call Deposit Receipt (CDR) or Bank Draft in favor of the Director General, Commodity Management, Balochistan. The benchmark reserve price is Rs. 3500 per 40 kg as set by the Federal Government. Wheat shall be released on 100% actual weight basis. Payment will be made based on the actual weight determined at delivery. Delivery shall be supervised by the authorized Release Committee in the presence of representatives of the successful bidder. Loading, transportation, and incidental expenses shall be borne by the purchaser. The successful bidder shall make payment on spot to the owner before lifting the wheat stock. The Bid Evaluation Committee reserves the right to accept or reject any or all bids wholly or partially without assigning any reason, in accordance with applicable procurement laws and Government policy. The bid submission deadline is 03-09-2026 at 9:00 am, with opening on the same date. Bidders are advised to ensure timely submission and compliance with all requirements to avoid disqualification.
