Disposal of Store Materials by Peshawar Electric Supply Company

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Peshawar Electric Supply Company (PESCO) invites electronic bids through EPADS v2.0 for the disposal of public assets on an 'as is where is' basis. This auction is open to interested firms, companies, individuals, sole proprietorships, partnership firms, private limited/public limited companies, state-owned enterprises, NGOs/NPOs, and IGOs. The disposal includes various store materials located at the Regional Store Nowshera. Items being auctioned: - PVC Scrap Off size (835 Kg) - Wooden Scrap Off Sizes (181 Kg) - CT's Off Sizes (49 No) - Vehicle Batteries off size (05 No) - T&P Scrap (420 Kg) - Vehicle Parts Off Sizes (05 Kg) - Meters Scrap Off Sizes (Crushed) (27,000 Kg) - Iron Scrap (6,290 Kg) - Empty Body 25 KVA (03 No) - Empty Body 50 KVA (16 No) - Empty Body 100 KVA (12 No) - Empty Body 200 KVA (05 No) The auction will be conducted strictly on 'as is where is' and 'as is what is' basis under Single Stage One Envelope Procedure through EPADS v2.0, in accordance with PPRA Rules, 2004 (as amended) and Disposal of Public Assets Regulations, 2024. All bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax and must appear on the Active Taxpayer List (ATL). The quoted rates are exclusive of all applicable taxes, payable by the successful bidder as per government rules. Bid Security/Earnest Money equal to the specified amount must be uploaded electronically on EPADS v2.0 and submitted in original (Pay Order/Bank Draft) in favor of PESCO Sale Proceeds Account at the office of Manager (Disposal), Room No. 306, PESCO H/Q Peshawar before the closing date and time. Bids without valid bid security will be rejected as non-responsive. Detailed bidding documents including terms & conditions, evaluation criteria, and disposal procedures are available on EPADS v2.0 for registered bidders. Manual/physical bids will not be accepted. Bids will be opened electronically on EPADS in the presence of bidders or their representatives. The highest evaluated responsive bid will be accepted subject to approval by the competent authority as per PPRA Rules. PESCO reserves the right to accept or reject any or all bids without assigning any reason. For grievances, bidders may approach the Grievance Redressal Committee (GRC) constituted under relevant provisions of PPRA, details available on EPADS. Bidders are advised to carefully review the bidding documents on EPADS and ensure timely submission of bids with all required documents and bid security to avoid disqualification.
