Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items located at its Regional Stores in Shalamar and Pattoki, Lahore. The procurement is specifically for the removal and lifting of scrap materials including aluminium scrap, PVC scrap, and wooden scrap. These items are offered on an 'As is Where is' basis, and interested bidders are encouraged to inspect the materials during office hours to assess their condition and quantity before submitting bids.
The technical scope involves lifting the scrap material within 21 working days from the issuance of the Work Order under the supervision of LESCO's nominated committee. The contractor is responsible for arranging vehicles, labor, and complying with safety protocols including providing PPE to workers. Sub-contracting is not allowed, and the contractor must ensure timely lifting to avoid penalties. The bid security must be submitted in the form of CDR, pay order, or bank guarantee from specified scheduled banks, valid for 30 days beyond bid validity.
Eligibility criteria require bidders to be registered with FBR, possess an active tax certificate, and submit affidavits confirming no blacklisting and compliance with public health, safety, and environmental regulations. Bidders must also provide a fixed bid security as specified. The bidding process follows the Single Stage One Envelope procedure under PPRA Rules 2004.
The submission deadline is fixed at 21-May-2026 at 11:00 AM, with original bid security to be submitted at the office of Chief Engineer (Material Management), LESCO HQ, Lahore. Bidders should note that failure to lift the scrap within the stipulated time will result in a penalty of 1% of the bid amount per day. Payment terms require 100% payment within 21 working days of LOA issuance.
A practical tip for bidders is to thoroughly inspect the scrap materials at the stores before bidding to accurately assess the value and lifting logistics. This will help avoid surprises and ensure compliance with LESCO's safety and procedural requirements, improving chances of successful contract execution.
