Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items located at its Regional Store Shalamar, Lahore. This procurement is managed by the Chief Engineer (Material Management) at LESCO HQ, Lahore. The disposal is conducted under National Open Competitive Bidding using a Single Stage One Envelope procedure as per PPRA Rules-2004. Items being procured:
- 3/P Meter Scrap P.C / Non-P.C Broken unserviceable (90,000 Kg)
The scrap material is available for inspection during office hours on working days at the LESCO stores. The disposal is on an 'As is Where is' basis, and bidders are encouraged to visit the site to assess the condition and quantity of the scrap before submitting their bids. The bidding documents can be downloaded from the PPRA website and E-PADS portal. Bidders must submit a fixed Bid Security in PKR, in the form of Deposit at Call, Pay Order, Banker's Cheque, or Bank Guarantee from scheduled banks, valid for 30 days beyond bid validity. The original Bid Security must be submitted to the office of Chief Engineer (MM) LESCO HQ before bid submission deadline.
The successful bidder will be required to lift the scrap material within 21 working days from issuance of the Work Order under supervision of LESCO's nominated committee. Sub-contracting is not allowed. The contractor is responsible for all applicable taxes and must comply with safety SOPs, providing PPE to labor. The contractor must arrange vehicles and manpower at their own cost. Failure to lift the material on time will result in a penalty of 1% of the bid amount per day. Payment must be made 100% within 21 working days of LOA issuance.
Eligibility criteria include FBR registration with active tax payer status, submission of NTN, ATL certificate, and undertaking regarding blacklisting and compliance with health, safety, and environmental regulations. Bidders must submit bids in English and comply with LESCO's confidentiality and anti-corruption policies.
The bid validity period is 120 days. Only one bid per bidder per lot is allowed. The disposal method follows PPRA-2004 rules. The submission deadline and bid opening date are specified in the tender advertisement.
