Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items located at the Regional Store Shalamar, Lahore. This procurement is managed by the Chief Engineer (Material Management) at LESCO HQ, Lahore. The disposal is conducted under National Open Competitive Bidding using a Single Stage One Envelope procedure as per PPRA Rules-2004 through the E-PADS (Version 2.0) platform.
Items being procured:
- Meter Scrap P.C / Non-P.C Broken unserviceable (90,000 Kg)
The scrap materials are available for inspection during office hours on working days at the specified LESCO stores. The disposal is on an "As is Where is" basis, and bidders are encouraged to visit the site to assess the condition and quantity of the scrap before submitting their bids. The successful bidder will be required to lift the allotted scrap material within 21 working days from the issuance of the Work Order, under the supervision of a LESCO nominated committee. Sub-contracting is not allowed, and the contractor must comply with all safety protocols including providing PPE to laborers involved in lifting.
Eligibility criteria include registration with FBR, active ATL status, submission of fixed bid security in PKR, and an undertaking regarding non-blacklisting and compliance with public health, safety, and environmental regulations. Bids must be accompanied by a fixed Bid Security in the form of Deposit at Call, Pay Order, Banker's Cheque, or Bank Guarantee from specified scheduled banks. The bid security must be valid for 30 days beyond the bid validity period of 120 days.
The bidder must submit the original bid security to the office of Chief Engineer (MM) LESCO HQ before the bid submission deadline. The payment of 100% of the bid amount inclusive of all applicable taxes must be made within 21 working days of the Letter of Acceptance (LOA). Failure to lift the scrap on time will result in a penalty of 1% of the bid amount per day. The contractor is responsible for all transportation and labor costs.
