Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items lying at its Regional Store Shalamar and Regional Store Pattoki in Lahore. This procurement is specifically for the removal and sale of scrap materials including ACSR scrap and other off-size metals. The disposal is on an 'As is Where is' basis, allowing interested bidders to inspect the materials during office hours at the specified stores.
The technical scope includes lifting and removal of scrap items such as ACSR off-size kilograms and other scrap metals. The contractor is responsible for arranging vehicles, labor, and complying with safety protocols including providing PPE to workers. The lifting period is 21 working days from the issuance of the Work Order, with penalties applicable for delays. Sub-contracting is not allowed, and the contractor must ensure compliance with all public health, safety, and environmental regulations.
Eligibility criteria require bidders to be registered with FBR, possess an active tax certificate, and submit affidavits confirming no blacklisting and compliance with safety and environmental standards. Bid security must be submitted in the form of CDR, pay order, or bank guarantee from specified banks, valid for 30 days beyond bid validity. The bidding procedure follows the Single Stage One Envelope method under PPRA Rules 2004.
The submission deadline is fixed at 21-May-2026 11:00 AM. Bidders must submit original bid security to the office of Chief Engineer (Material Management) LESCO HQ Lahore before the deadline. The bidding documents are available on the PPRA website and E-PADS portal. A practical tip for bidders is to physically inspect the scrap materials at the stores during working hours to assess quantity and condition before submitting bids, ensuring accurate pricing and compliance with lifting requirements.
