Tender Description
This tender invites bids for outsourcing the domestic billing and recovery services for Zone-03 under Hyderabad Water and Sewerage Corporation in Hyderabad, Sindh. The department requires a contractor to manage the entire billing cycle, from data management to revenue collection, ensuring timely and accurate bill distribution to approximately 50,000 domestic consumers. The scope includes consumer communication, dispute resolution, and legal enforcement support to improve recovery of dues.
The contractor will handle data processing, bill generation based on HW&SC tariffs, and collection of current and outstanding payments. They must establish approved payment channels and provide detailed reporting and reconciliation with HW&SC financial records. The work demands strong organizational skills and familiarity with local consumer behavior to ensure efficient service delivery within Hyderabad city limits.
Bidders should be registered with FBR and Sindh Revenue Board and possess relevant experience in recovery campaigns. Compliance with PEC categories and FBR/ATL registration for the financial year 2025-26 is essential. The contract is fixed price with a validity of 90 days. Bid security must be between 1% and 5% of the bid price. The contractor must also be prepared to issue notices to defaulters and coordinate legal proceedings as required.
