Tender Description
The Pakistan Digital Authority (PDA), a statutory body established under the Digital Nation Pakistan Act, 2025, invites pre-qualification applications for the empanelment of legal advisors. This procurement is specifically for legal advisory services to support PDA's mandate in Islamabad. The empanelment will form an approved panel of qualified law firms and individual advocates for a three-year open framework agreement. The scope includes advisory and documentation services such as drafting and reviewing statutory instruments, contracts, MOUs, and providing legal opinions on technology regulation, public procurement compliance, corporate law, and litigation services before various courts and tribunals.
Applicants must meet mandatory eligibility criteria including valid FBR registration, ATL status, and relevant legal experience with a minimum of fifteen years post-qualification. The panel will be category-specific, covering advisory, litigation, and alternate dispute resolution services. The technical evaluation will assess legal practice experience, number of cases handled, expertise in technology and digital law, and team strength. Applications must be submitted online via e-PADS by the deadline of 02 June 2026 at 11:00 AM. Late or physical submissions will not be accepted.
Bidders should ensure all required documents such as incorporation certificates, tax registration, bid securing declaration, and conflict of interest declarations are complete and properly referenced. A practical tip for bidders is to carefully follow the e-PADS submission instructions and upload all documents correctly to avoid disqualification. The earnest money requirement is replaced by a bid securing declaration. This tender offers a valuable opportunity for legal service providers to engage with a leading government authority in the digital transformation sector under transparent and competitive terms.
