Engagement of Business Consultant for Development of Business Plan and Fleet Financing Plan for Pakistan National Shipping Corporation

Pakistan National Shipping Corporation (PNSC) invites proposals for the engagement of a Business Consultant to develop a comprehensive Business Plan and Fleet Financing Plan. This consultancy is planned for the Financial Year 2026-27 and aims to support PNSC in strategic planning and financial structuring for its fleet operations. The procurement follows the Quality and Cost Based Selection (QCBS) method as per Clause 27 (b) of PPR 2026 and Consultancy Services Regulation 2010. Items being procured: - Engagement of Business Consultant for Development of a Business Plan - Development of Fleet Financing Plan The scope includes detailed business and financial planning tailored to PNSC's operational needs. The consultant will work closely with PNSC's management to ensure alignment with corporate goals and regulatory requirements. Interested firms must meet eligibility criteria including relevant experience and compliance with FBR/ATL registration. A Pre-Bid Meeting is scheduled for 13 October 2026 at 1500 Hours PKT at the Conference Room, 16th Floor, PNSC Building, M.T. Khan Road, Karachi. Proposals must be submitted via the protected email financing.tender@pnsc.com.pk by 1100 Hours PKT on 04 November 2026. The technical and financial bids will be opened the same day at 1130 Hours PKT in the presence of bidders or their representatives. No other submission methods will be accepted. PNSC reserves the right to accept or reject any or all bids as per its procurement policy chapter 6 clause 18. Bidders are advised to carefully follow the submission instructions and ensure timely delivery of proposals to avoid disqualification.
