Engagement of Law Firm/Association of Persons/Partnership on Retainer Basis for Legal Consultancy Services

The Multan Electric Power Company (MEPCO) invites qualified law firms, associations of persons, or partnerships to submit proposals for engagement on a retainer basis for comprehensive legal advisory and consultancy services. This procurement is specific to Multan city under the jurisdiction of MEPCO, Punjab province. Items being procured: - Engagement of Law Firm/Association of Persons/Partnership on Retainer Basis for legal advisory, drafting, vetting, regulatory compliance, dispute resolution, and related legal services The scope includes rendering written and oral legal opinions on corporate, commercial, constitutional, regulatory, administrative, labour, and other matters relevant to MEPCO's operations. The firm will draft, vet, and review contracts, agreements, MoUs, legal notices, policies, and SOPs. Advisory services on compliance with Companies Act 2017, SOEs Act 2023, labour laws, PPRA Rules, and NEPRA regulations are required. The firm will also provide legal assistance in disputes, litigation, arbitration, and coordinate with external counsel as needed. The contract period is two years, extendable by one year subject to mutual consent and regulatory compliance. The lead counsel must hold a valid Supreme Court license with a minimum of 15 years' experience. Bidders must be active taxpayers with FBR and provide all required documentation including firm profiles, CVs, licenses, and undertakings on stamp paper. Proposals must be submitted electronically via EPADS v2.0 by 11:00 AM on August 28, 2026, with financial proposals to be opened subsequently. Bid security in the form of Call Deposit or Bank Guarantee is mandatory. Manual submissions are not accepted. The evaluation will follow Quality and Cost Based Selection (QCBS) methodology.
