RFP for Engagement of Senior Aviation Advisor

Pakistan Civil Aviation Authority (PCAA) invites technical and financial proposals from suitably qualified senior aviation professionals for engagement as Senior Aviation Advisor. The Advisor will provide strategic advice and implementation support to achieve operational effectiveness, institutional reforms, airport operations and facilitation, inter-agency coordination, regulatory-operator interfaces and priority aviation-sector initiatives for an initial period of two (02) years, extendable for another term of two years subject to mutual agreement and satisfactory performance. Items being procured: - Engagement of Senior Aviation Advisor for strategic advice and implementation support The scope includes advising on aviation strategy, governance, operational improvement, and institutional reform. The advisor will support coordination among PCAA, Ministry of Defence, Pakistan Air Force, Airport Security Force, Federal Investigation Agency, Anti-Narcotics Force, Customs, airlines, airport operators and other stakeholders. The advisor will review selected airport operations, passenger facilitation, service delivery, ground handling, general aviation and inter-agency bottlenecks. Support for priority modernization initiatives on digitization and automation, preparation of executive briefs, concept papers, assessment reports, implementation roadmaps and periodic progress reviews is required. The advisor will conduct approved site visits, monitor assigned actions and deliver workshops, coaching and knowledge transfer. Any other aviation-related tasks assigned by PCAA or Ministry of Defence will also be part of the engagement. The advertisement is also uploaded on PPRA website www.ppra.org.pk and PCAA website www.pcaa.gov.pk. Bids along with Bid Securing Declaration in the name of Pakistan Civil Aviation Authority, and required documents must be submitted electronically through PPRA EPADS Portal. Bid Securing Declaration must be submitted in a sealed envelope on or before the submission date and time or the bid will be cancelled. All bids will be opened through EPADS in the presence of PCAA Procurement Committee and representatives of bidders who may wish to attend. Pakistan Civil Aviation Authority reserves the right to accept or reject any or all bids in accordance with PPRA Rules. The submission deadline is on or before 18th October 2026 till 11:00 am, with technical bids opening at 11:30 am the same day. Bidders are advised to carefully review the RFP documents and ensure compliance with all requirements. Early registration on EPADS and timely submission will help avoid last-minute technical issues.
