Tender Description
Saindak Metals Limited (SML) invites qualified consulting firms to submit proposals for Engineering Consultancy Services involving the detailed design and resident supervision of civil works for various development projects across Balochistan. The projects include establishment and development works at multiple sites such as Quetta, Taftan, Dalbandin, Saindak Project Site, and others. The consultancy scope covers topographic studies, master planning, architectural, structural, electrical, plumbing, public health designs, preparation of cost estimates, tender documents, bid evaluation assistance, and construction supervision.
Items being procured:
- Topographic Study
- Master Planning including Architectural, Structural, Electrical, Plumbing, Public Health Designs
- Preparation of Rate Analysis and Engineering Cost Estimates
- Preparation of Prequalification and Bidding Documents
- Evaluation of Bids and Preparation of Contract Documents
- Construction Supervision including weekly and monthly progress reports, as-built drawings
The consultancy services are divided into two phases: a three-month detailed design phase and a fifteen-month supervision phase, extendible as required. Key staff required include Project Manager, Senior Architect, Structural Engineer, Electrical Engineer, Quantity Surveyor, Resident Engineer, and Site Engineers. Firms must be registered with Pakistan Engineering Council (PEC) with relevant profile codes, possess at least 25 years of experience, be on the Active Taxpayers List of FBR, and provide bid security of 3% of the tender amount in the form of CDR or Bank Guarantee.
Proposals must be submitted electronically via EPADS by 01 September 2026 at 11:00 AM, with technical proposals also submitted in hard copy to the Purchase Department at SML Head Office, Gul Bagh Street, Samangli Road, Quetta. The technical proposals will be opened publicly on the same day at 11:30 AM at the SML Head Office. This procurement follows the QCBS selection method under the Single Stage Two Envelope Procedure.
