Tender Description
The Provincial Highways Division Shaheed Benazirabad invites qualified consulting firms to submit proposals for detailed engineering consultancy services related to the construction of pre-stressed bridges, pre-stressed overhead bridges, and its ramp at the road from Nawabshah Saeedabad Road along Sim Nala to connect Nawabshah Sanghar Road at Cheezalabad. Items being procured:
- Detailed engineering design and drawings
- Design vetting
- Preparation of detailed working estimates, BOQ
- Revised/modified PC-I(s) and tender/bidding documents
- Hydraulic study
- Geotechnical/soil investigation study
- Coordination with railway authorities to obtain NOC
- Construction supervision
The scope includes review and update of already prepared PC-I, detailed engineering, working estimates, technical sanction, and preliminary investigations. The consultancy contract will be funded by the Government of Sindh. Eligible firms must be PEC registered consultants or JV partners with valid registration up to June 2027, holding Project Profile Code #1215 and Services Codes 0511, 0518, 0532, and 0543. Firms must also be registered with FBR and Sindh Revenue Board with active status. Submission requires detailed firm profile, turnover, experience, technical staff qualifications, tax status, audited reports, affidavits regarding blacklisting, litigation, and integrity.
Proposals (technical and financial) must be submitted by 07-09-2026 by 11:00 A.M at the office of the Executive Engineer, Provincial Highways Division Shaheed Benazirabad near Bilawal Sport Stadium Kazi Ahmed Mor Highways Colony Shaheed Benazirabad. Opening will be on the same day at 11:30 A.M. In case of rejection or no response, a second attempt will be made with submission deadline 22-09-2026 by 11:00 A.M and opening at 11:30 A.M. Financial proposals must be accompanied by Earnest Money/Bid Security of 2% of total bid value and a non-refundable tender fee of PKR 3,000 in shape of Pay Order from any Scheduled Bank of Pakistan in favor of the Executive Engineer. Rates quoted must remain valid for 90 days from bid opening.
Bidders are advised to carefully prepare their technical proposals with all required documents and ensure timely submission to avoid disqualification. Attention to detail in compliance with SPPRA rules and submission of notarized affidavits will strengthen the bid.
