Tender Description

The Karachi Metropolitan Corporation (KMC) invites reputable Engineering Consultancy Firms to provide third-party verification, supervision, monitoring, and validation services for the desilting and cleaning of Nullahs across all districts of Karachi for the Pre-Monsoon Season 2026. This consultancy service is critical to ensure the proper execution of desilting works, transportation, and disposal of de-silted material, thereby mitigating urban flooding risks in this densely populated metropolitan city. The scope includes supervising desilting at required depths and widths, monitoring removal of sludge, silt, municipal waste, and other obstructive materials, and verifying transportation and dumping at designated sites. The firm must have a valid Pakistan Engineering Council (PEC) registration in the relevant category, along with FBR and Sindh Revenue Board (SRB) registrations. A minimum of three years' experience in similar projects, especially in rain emergency or monsoon nullah cleaning operations, is mandatory. Technical and financial proposals must be submitted through the EPADS SPPRA portal by 03:00 PM on 09/06/2026, with hard copies delivered to the Director Contract Management Wing, Finance & Accounts Department, KMC, at the Main KMC Head Office Building, M.A. Jinnah Road, Karachi. Earnest Money in the form of a Pay Order of Rs. 5,000/- is required with the bid submission. The evaluation will be based on technical merit and least cost selection. The consultancy period is 3.5 months with penalties applicable for delays. Bidders are advised to carefully prepare their technical bids including all required forms and documents, ensuring compliance with PEC and tax registrations. A practical tip for bidders is to ensure early submission and verification of both online and hard copy documents to avoid disqualification due to late or incomplete submissions. The department emphasizes transparency and strict adherence to the evaluation criteria to select the most qualified firm for this vital urban flood mitigation project.
