Engineering, Design, Fabrication, Supply, Erection and Installation of Pre Engineered Industrial Shed for Establishment of Mineral Testing Lab at PCSIR Lab Skardu

The Exploration, Beneficiation and Extraction of Rare Earth Elements, Precious Metals and Critical Minerals in Gilgit-Baltistan (Pakistan Council of Scientific Industrial Research (PCSIR)) invites sealed bids for the Engineering, Design, Fabrication, Supply, Erection and Installation of a Pre Engineered Industrial Shed for the Establishment of Mineral Testing Lab at PCSIR Lab, Skardu. This procurement is part of the PSDP project titled Exploration, Beneficiation and Extraction of Rare Earth Elements, Precious Metals and Critical Minerals in Gilgit-Baltistan. Items being procured: - Engineering, Design, Fabrication, Supply, Erection and Installation of Pre Engineered Industrial Shed - Electrical Works including power cables, MCCBs, starters, lighting, earthing, and industrial fans - Mechanical Works including steel shed structural framework, roofing sheets, sliding doors - Civil Works including excavation, termite proofing, concrete works, reinforced concrete, masonry, plastering, painting - Water Supply works including PVC and PPRC piping, valves, mixers, and sanitary fittings - Miscellaneous works including granite slab flooring, aluminum glazed partitions, septic tank construction The scope covers complete construction and installation works at PCSIR Skardu site, including foundation, structural steel fabrication, electrical and mechanical installations, and finishing works. The project requires compliance with PEC C-04 and above categories with specified PEC codes. Bidders must be registered with FBR and on the Active Taxpayer List. Bids must be submitted electronically via EPADS v2.0 portal by Monday, October 19, 2026 at 11:00 AM. Manual bids will not be accepted. Bid security of PKR 2,300,000 in the form of Pay Order or Call Deposit is required. The evaluation will be based on Least Cost Based Selection (LCBS) technique. Technical eligibility includes PEC registration, experience with PCSIR, financial capacity, and technical staff qualifications. The contract duration is 60 days from commencement.
