Tender Description
Jinnah Medical Construction Company (JMC), a government-owned entity under the Ministry of National Health Services, Regulation and Coordination, Islamabad, invites qualified national and international contractors to participate in the Engineering, Procurement and Construction (EPC) of the Jinnah Medical Complex and Research Center. This prestigious project involves the construction of a state-of-the-art 737-bed tertiary care hospital located at H-11/2 Islamabad, designed in accordance with internationally recognized healthcare planning and accreditation standards including JCI requirements.
The project encompasses approximately 1.6 million square feet of hospital facility area, featuring a fully integrated Mechanical, Electrical, and Plumbing (MEP) system, specialized medical infrastructure, and associated external works. Bidders may participate individually or as Joint Ventures, complying with PPRA Rules 2026 and PEC guidelines. The contract will be governed by the FIDIC Conditions of Contract for EPC/Turnkey Projects (Silver Book), Edition 2017.

The procurement process follows National Competitive Bidding using the Single Stage Two Envelope procedure as per Public Procurement Rules 2026. Interested bidders can download bidding documents from the EPADS 1.0 portal (https://eprocure.gov.pk/) or the official JMC website (www.jmc.com.pk). The pre-bid meeting is scheduled for October 12, 2026, at 11:00 am (PST), with a virtual attendance option available.
Bids must be submitted electronically via the EPADS portal by October 26, 2026, at 04:00 pm (PST). Technical bids will be opened electronically on the same day at 04:30 pm (PST) in the presence of bidders or their authorized representatives. Bidders are advised to ensure compliance with PEC registration and FBR/ATL requirements and to prepare earnest money in the form of CDR or Pay Order as specified in the bidding documents.
A practical tip for bidders is to carefully review the FIDIC Silver Book conditions and ensure all JV partners meet the eligibility criteria to avoid disqualification. Early registration on the EPADS portal and timely submission of bids will help avoid last-minute technical issues.
