The National Highway Authority (Procurement and Contract Administration Section) Islamabad invites proposals for establishing fruit orchards along various National Highway roads network. This procurement is specific to multiple sites including Lahore–Abdul Hakeem (M-3), Pindi Bhattian to Multan (M-4), Hakla to D.I Khan (M-14), Sukkur to Multan (M-5), Makran Coastal Highway (M-10), and Nowshera Bypass, among others. The total number of plants to be established is 648,622 across these locations. Items being procured: - Plantation of fruit trees at Lahore–Abdul Hakeem (M-3) 36 KM with 18,898 plants - Plantation at Pindi Bhattian to Multan (M-4) 140 KM with 73,490 plants - Plantation at Hakla to D.I Khan (M-14) 220 KM with 115,486 plants - Plantation at Sukkur to Multan (M-5) 142 KM with 74,540 plants - Plantation at Makran Coastal Highway (M-10) 653 KM with 342,782 plants - Plantation at Nowshera Bypass 7.5 KM with 5,898 plants - Plantation at various compact blocks and interchanges including Islamabad to Peshawar (M-1), Pindi Bhattian to Multan (M-4), Sukkur to Multan (M-5) with specified kanals and plants The concessionaire will establish fruit orchards suitable to the geography and topography of each area at their own risk and cost. The concession period is fifteen years, extendable by ten years upon mutual consent and satisfactory performance. A grace period of five years is provided for mobilization and plantation. After this period, the concessionaire must pay advance net guaranteed revenue annually to NHA regardless of profit or loss. Upon completion, the concessionaire must hand over all fruit trees and installations in proper condition without any claim for cost. Eligibility requires bidders to be active taxpayers. The Request for Proposal documents can be obtained from the office of the General Manager (P&CA) NHA-HQ Islamabad after July 30, 2026, by depositing Rs. 5,000 non-refundable fee. Documents are also downloadable free of cost from NHA's website. A pre-bid meeting is scheduled for August 6, 2026, at 11:30 AM in the NHA Auditorium Islamabad. Technical and financial proposals must be submitted by August 18, 2026, at 11:00 AM in the same venue. Technical proposals will be opened at 11:30 AM the same day, followed by evaluation and public opening of financial bids of qualified bidders. Bidders are advised to register on the PPRA e-procurement portal as manual bids will be phased out.
