Tender Description
The District & Sessions Court, Tharparkar at Mithi is procuring and establishing a fully equipped E-Library at the Taluka Courts in Tharparkar, specifically at Mithi. This procurement includes supply, installation, and commissioning of hardware and software to modernize the court's facilities and enhance access to legal resources.
The technical scope covers a comprehensive setup including two Intel Core i5, 14th Gen computers with 16 GB RAM and 512 GB SSD, 24-inch LED monitors with keyboard, mouse, webcam, and headphones. Additionally, an HP Laser Jet all-in-one printer, TP-Link router, smart 50-inch 4K UHD LED TV, internet service subscription, law sites subscription, and furniture comprising laminated tables and mid-back revolving chairs are included. Miscellaneous items such as cabling and setup services are also part of the package. The installation and configuration will be completed within 30 days from the issuance of the purchase order at the Judicial Complex, Tharparkar at Mithi.
Eligible bidders must be registered contractors, manufacturers, authorized distributors, or experienced service providers with a minimum annual turnover of PKR 10 million over the last three fiscal years. They must have completed at least two similar contracts, be on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR), and hold valid NTN, GST, and vendor registration. Technical staff qualification and absence from any blacklist are mandatory.
The bid submission deadline is 10:00 A.M on 20th May 2026, with bid opening at 10:45 A.M the same day at the office of the Senior Civil Judge-I, Tharparkar at Mithi. Bids must be delivered in person or by registered mail to the specified address. Earnest Money of Rs. 25,000 in the form of a bank draft or pay order is required. The procurement follows the Single Stage – Single Envelope Procedure under Sindh Public Procurement Rules 2010 (Amended 2022).
A practical tip for bidders is to ensure all required documents including bid security, power of attorney, tax registrations, and evidence of prior contracts are complete and properly sealed. Late or incomplete bids will be rejected. Early clarification requests should be made at least five days before the bid opening to avoid last-minute issues.
