Establishment of Mineral Testing Lab at PCSIR Lab Skardu under PSDP Project in Gilgit-Baltistan

The Pakistan Council of Scientific and Industrial Research (PCSIR) invites bids for the establishment of a Mineral Testing Laboratory at PCSIR Lab, Skardu, under the PSDP project titled Exploration, Beneficiation and Extraction of Rare Earth Elements, Precious Metals, and Critical Minerals in Gilgit-Baltistan. This procurement is specifically for civil, plumbing, and electrical works required to set up the lab in Skardu, Gilgit-Baltistan. The technical scope includes reinforced cement concrete works for slabs, beams, columns, stairs, parapets, and shelves. It also covers masonry, plastering, flooring with marble, ceramic tiles, glass partitions, false ceilings, doors, windows, painting, waterproofing, plumbing installations including W.C. pans, lavatories, water tanks, and electrical wiring, lighting, and earthing systems. The project requires PEC registered firms in category C-04 or above with relevant PEC codes such as BC01, CE01, CE09, CE10, CE11(ix), EE04, and EE11. Bidders must be registered with FBR and on the Active Taxpayer List. The tender documents are available on the EPADS portal from May 13, 2026, to June 1, 2026. The bid submission deadline is June 1, 2026, at 11:00 AM, with bid opening at 11:30 AM the same day at PCSIR Head Office, Islamabad. Earnest money of Rs. 700,000 must be submitted in the form of a bank draft or CDR in favor of Director (Works) PCSIR. The contract duration is six months from the date of commencement.
