Tender Description
The National Telecommunication Corporation (NTC) invites electronic bids for the establishment of a state-of-the-art Data Center Facility at its Regional Headquarters Building in Malir Halt, Karachi. This turnkey project involves design, construction, installation, testing, commissioning, and deployment of a TIA-942 Tier-III certified Data Center facility. The scope includes supply and installation of facility components such as server cabinets, precision cooling systems, fire suppression, CCTV surveillance, access control, video wall displays, IT equipment racks, and tools. Network and security infrastructure will be provided including external and internal firewalls, web application firewalls, switches, routers, and SDN controllers. Power and electrical systems encompass UPS systems, diesel generator sets, automatic voltage regulators, distribution boards, and complete electrical cabling. Civil and structural works include building modifications, flooring, and structured cabling. The project also covers commissioning, service level agreements (SLA), certifications, and comprehensive training for NTC personnel.
Eligible bidders must be registered with Income Tax and Sales Tax departments, authorized OEM partners, and have experience of at least three data center installations in Pakistan. PEC registration in Category C3 or higher with relevant specialization codes is mandatory. Firms must have an average annual turnover of PKR 600 million over the last three years and provide an undertaking on judicial paper confirming no blacklisting or foreign ownership links. The bid security is PKR 15 million, and bids must be submitted electronically via EPADS by 23rd June 2026 before 1100 hours. Original bid security must reach NTC HQ Islamabad by the same deadline. Technical and financial bids will be evaluated separately with a minimum 75% technical score required for financial bid opening.
The contract completion timeline is 20 weeks from signing, with a one-year warranty and a two-year SLA with options for extension. Performance security of 10% of contract value is required. Training includes OEM certified local and foreign sessions. Bidders should carefully prepare technical and financial proposals including all required documentation to avoid disqualification. A practical tip for bidders is to ensure timely submission of original bid security to avoid rejection as non-responsive. All correspondence and bid submissions are managed through EPADS, and bidders should familiarize themselves with the platform to ensure compliance.
