Establishment and Operation of a State-of-the-Art Educational Institute in Sector 25-B, Scheme 33, Karachi

The Federal Government Employees Housing Authority (FGEHA) invites proposals for the establishment and operation of a state-of-the-art educational institute on a gross revenue-sharing basis in Sector 25-B, Scheme 33, Karachi. This project is under a Design, Finance, Build, Operate, Maintain and Transfer mode. The successful bidder will be responsible for financing, designing, constructing, equipping, operating, and maintaining the educational institute at their own cost and risk, subject to FGEHA oversight. Items being procured: - Design, finance, build, operate, maintain and transfer of educational institute - Architectural, structural, electrical, mechanical, plumbing, landscape, fire-safety designs - Construction of educational institute building and associated infrastructure - Procurement and installation of furniture, laboratories, IT systems, security systems, library resources - Recruitment and management of qualified academic, administrative, technical and support staff - Operation and maintenance of the institute throughout the concession period - Collection and sharing of gross revenue with FGEHA - Deployment of integrated digital management system for monitoring The project site covers approximately 1,361 square yards in Sector 25-B, Scheme 33, Karachi. The concession period is 20 years from the effective date, extendable once for up to 10 years at FGEHA's discretion. Construction period is 18 months from site handover. The bidder must be a single legal entity registered in Pakistan with at least 10 years of continuous operation of educational institutions, 10 operational branches, and meet financial and academic eligibility criteria. Bid security of PKR 2,000,000 and performance security of PKR 10,000,000 are required. Proposals must be submitted through EPADS and hard copies delivered to FGEHA Head Office, Islamabad. The pre-bid meeting is scheduled for 26th October 2026 at 1:00 PM. The proposal submission deadline is 6th November 2026 at 12:00 PM, with technical proposal opening at 12:30 PM the same day.
