Hiring of Services of Individual Consultant for Development of OPF Education Franchise Model

The Overseas Pakistanis Foundation (OPF) invites qualified and experienced consultants to submit proposals for the hiring of an individual consultant to develop a comprehensive OPF Education Franchise Model. This consultancy is aimed at designing a legally compliant, financially viable, and operationally implementable framework for launching and managing the OPF Education Franchise System both within Pakistan and overseas, specifically targeting areas with significant overseas Pakistani populations. Items being procured: - Development of Situational Assessment and Market Analysis - Legal and Regulatory Framework Review - Franchise Business Model and Financial Framework for Primary and Secondary/Higher Secondary Schools - Eligibility Criteria for Franchisees - Application, Evaluation and Approval Process - Operational Standards and Quality Assurance - Risk Assessment and Mitigation Plan - Dispute Resolution and Exit Strategy - Monitoring, Evaluation and Compliance Framework - Training and Capacity Building - Implementation Roadmap - Franchise Documentation including Agreements, Manuals, SOPs, Forms, Checklists, and Templates The scope includes a detailed market survey, financial modeling differentiated by city size and country, legal reviews for Pakistan and Middle Eastern countries, and development of operational and monitoring frameworks. The consultant must also prepare training programs and a phased implementation strategy including pilot plans. Eligible bidders must have at least a Bachelor's degree and a minimum of 10 years of professional experience in consultancy, franchising, institutional development, or education management. The procurement will follow a National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS).
