Tender Description
The School Education & Literacy Department Government of Sindh is procuring construction works for the establishment of a Science Centre at the Divisional Head Quarters in Karachi. This project is part of the Annual Development Plan (ADP) for the fiscal year 2025-26 and is managed by the Project Management & Implementation Unit (PMIU) under the Sindh Education Reform Program-II (SERP). The scope includes comprehensive civil, plumbing, and electrification works to develop a modern Science Centre facility. The civil works cover earthworks, reinforced concrete, masonry, flooring, plastering, painting, and installation of doors, windows, and other architectural elements. Plumbing works include installation of water supply, sanitary fittings, and drainage systems. Electrical works encompass wiring, lighting, power supply, and solar system installation with high-quality components.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in relevant categories CE-09, CE-10, and EE-04, possess a valid Electrical License from the Government of Sindh, and be active on the Federal Board of Revenue (FBR) Active Taxpayers List (ATL). Experience requirements include completion of similar works within the last five years with satisfactory completion certificates. Financial soundness is also evaluated with minimum annual turnover criteria. Bidders must submit a technical proposal demonstrating their capability to complete the works within the stipulated 24 months.
The tender documents are to be submitted electronically via the EPAD System of SPPRA Sindh. The deadline for submission is **30th April 2026 at 02:30 PM**, with bid opening scheduled for the same day at 03:00 PM at the PMIU office in Karachi. A bid security of Rs. 8.118 million is required, and performance security of 10% of the contract price will be demanded from the successful bidder.
