Supply of Examination Stationery, Allied Items, Library Books and Project Equipment for Financial Year 2026-27

The University of Malakand invites sealed bids on a Single Stage – Two Envelope basis for the supply of various items for the Financial Year 2026-27. This procurement is divided into nine distinct Lots to cater to different categories of goods and equipment required by the university located in Chakdara, Dir (Lower), Khyber Pakhtunkhwa. Items being procured: - Lot 1: High-Security Examination Answer/Continuation Books - Lot 2: Paper & Printing Stationery - Lot 3: Degree Folders - Lot 4: Packaging & Dispatch Supplies - Lot 5: OEM Toners - Lot 6: RISO Duplicator Consumables - Lot 7: Library Books covering Cyber Security, Data Science, Multimedia & Gaming, AI, Bioinformatics - Lot 8: GPU-Enabled Mobile Workstations (Laptop Computers) - Lot 9: SDR Equipment (NI USRP B210 or Equivalent) & RF Accessories – Project Equipment The technical scope includes supply of high-quality stationery and allied items, specialized library books in emerging technology fields, and advanced project equipment including laptops and software defined radio devices. Bidders must ensure compliance with the detailed technical specifications and provide physical samples or compliance sheets as applicable. Eligibility criteria require valid FBR/NTN registration and Active Taxpayer status. KPRA registration is mandatory for Lots 1 to 6, while KPPRA e-Pads registration is required for Lot 7. OEM or authorized dealer certificates are necessary for Lots 5, 6, 8, and 9. Bidders must not be blacklisted and should have a minimum of five years' relevant supply experience for Lot 7. A bid security of 2% of the relevant lot value in the form of CDR is required. The bid solicitation documents can be downloaded from the EPADS portal at http://kp.eprocure.gov.pk. A non-refundable BSD fee of Rs. 2000 per lot applies. Clarifications can be sought through EPADS during office hours until 5th September 2026. Technical bids will be opened on 14th September 2026 at 11:00 AM in the Committee Room of the University of Malakand. Financial bids of technically qualified bidders will be opened later and notified separately. Bidders may submit bids for one or multiple lots, each evaluated independently. The University reserves the right to reject any or all bids without assigning any reason as per KPPPRA Rules 2014. A practical tip for bidders is to ensure timely submission of physical samples and compliance sheets with the technical bid to avoid disqualification. Also, registering on the EPADS portal well in advance will facilitate smooth bid submission and query resolution.
