Tender Description
The Pakistan Mineral Development Corporation (PMDC) invites bids for the Excavation and Carriage Transportation of Rock Salt Contract for Sohal Mine No.02 at PMDC Salt Mines Khewra. This procurement is for non-consultancy services to be provided under a contract for the financial year 2026-27. The contract involves excavation of good quality rock salt and transportation from Sohal Mine No.2 to PMDC Salt Depot and M/s. LCI Khewra. Items being procured:
- Excavation of good quality Rock Salt from Sohal Mine No.2 and fragmentation of 18,000 metric tons of boulders that can be loaded
- Loading and Carriage/Transportation of 18,000 metric tons of good quality Rock Salt from Sohal Mine No.2 to Khewra PMDC Salt Depot including loading and unloading
- Loading and Carriage/Transportation of 18,000 metric tons of good quality Rock Salt from Sohal Mine No.2 to M/s. LCI Khewra (Direct) including loading and unloading
The scope includes excavation, fragmentation, loading, transportation, and unloading of rock salt without mixing fines locally called 'soor'. The contract duration is three years with a delivery schedule of 1,500 metric tons monthly and 18,000 metric tons annually. Bidders must be registered on EPADS v2.0 and submit bids electronically by the deadline. Eligibility criteria include valid registrations, experience certificates, financial soundness proof, and affidavits regarding litigation and conflicts of interest. Earnest money in the form of Pay Order, Call at Deposit, or Demand Draft is required. The bid security amount is PKR 600,000. Technical and financial bids will be evaluated using Least Cost Based Selection (LCBS) technique. The contract requires a 5% performance guarantee. Bids must be submitted online via EPADS v2.0 by Tuesday, October 13, 2026, 11:00 AM, and will be opened the same day at 11:30 AM. Manual bids will not be accepted.
