Cadet College Palandri invites Expressions of Interest (EOI) from reputable national and international firms, consortia, developers, investors, and operators for the development, financing, construction, operation, maintenance, and transfer of mixed-use public recreation and commercial projects for cadets and their families under the Build-Operate (BOT) model. The projects include: - Development of Modern Public Park and Recreation Facilities - Establishment of Marriage Hall and Banquet Facilities - Development of Restaurant, Café, and Food Court for all The concession is offered under a fixed period of 15 to 20 years, with the concessionaire responsible for financing, construction, operation, maintenance, and management according to government policies and standards. The concessionaire shall invest fully in the projects and pay a 10% annual increment on the principal amount. At the end of the concession period, all assets will be returned to the employer in good condition. Interested bidders must submit an Expression of Interest with a cover letter, capability statement, technical competency, constitutional/legal status, corporate structure, relevant experience, organizational structure and key personnel, audited accounts, shareholders, project appreciation statement, capital and operating costs, revenue statement, financial analysis, and proposed financial package. A pre-bid meeting will be held on September 15, 2026, at the employer's office. Bidders must submit a non-refundable fee of Rs. 8000 and a bid security of 2% of their financial proposal by September 21, 2026. Bids will be opened on the same day at 12:30 pm.
