Expression of Interest for Prequalification and Empanelment of Chartered Accountancy Firms for Statutory Audits of Public Sector Universities of Sindh

The Sindh Higher Education Commission (Sindh HEC), Government of Sindh, invites Expressions of Interest (EOIs) from eligible Chartered Accountancy Firms for prequalification and empanelment to undertake statutory audits of thirty (30) Public Sector Universities established under the laws of the Province of Sindh. This is in accordance with the Sindh Public Procurement Rules, 2010 (as amended), Rule 29(4), for a fixed one-year roster arrangement. Empanelment does not constitute a contract or guarantee allocation of any audit assignment; audit engagements will be awarded separately as approved by the Selection Committee of Sindh HEC. Items being procured: - Financial Audit including Procurement Audit - Grant-in-Aid Audit - Pension Fund Audit - Endowment Fund Audit - Accounting Assignment (preparation/reconstruction of financial statements and related records) The audit assignments will be allocated only to empaneled firms after ensuring independence, conflict-of-interest compliance, professional capacity, availability of resources, rotation policy, performance history, and approval of the Competent Authority. EOIs shall remain valid for acceptance for ninety (90) days from the closing date of submission. Eligibility criteria include registration with ICAP and a valid Certificate of Practice; Category A on the SBP Panel of Auditors; Satisfactory Quality Control Review (QCR) rating issued by ICAP; valid FBR and Sindh Revenue Board registration; active taxpayer status; minimum 25 years' experience as a practicing CA firm; minimum five partners including at least two audit partners; minimum average annual turnover of PKR 100 million over the last three years; office presence in Sindh or documented local correspondent arrangement; no conviction or regulatory penalty for professional/financial misconduct in the last ten years; and independence and conflict of interest declaration in the prescribed format. EOI submission requires a statement of qualification (firm profile and documentary evidence) electronically via e-PADS (www.epads.sindh.gov.pk) or on/before 28th September 2026, 11:00 AM, with the opening at 11:30 AM. One soft copy (USB) in a sealed envelope marked 'Expression of Interest, Prequalification/Empanelment of CA Firms, Statutory Audit of Public Sector Universities of Sindh' must be delivered to the Office of the Secretary, Sindh HEC, 1st Floor, Institution of Engineers Pakistan Building, 177/2 Liaquat Barracks, near Pakistan Army Selection & Recruitment Centre, Karachi. Technical proposals are not required at this stage; technical and financial proposals will be invited separately at the time of assignment-specific selection.
