Expression of Interest for District Cooling System Development Education City Karachi

The Education City Project under the Investment Department, Government of Sindh, Karachi, invites Expressions of Interest (EOI) from qualified and experienced district cooling developers, operators, investors, energy companies, infrastructure developers, engineering firms, and consortiums/JVs. The purpose is to develop, finance, design, construct, operate, and maintain a District Cooling System (DCS) specifically for the Education City, focusing on the Special Technology Zone (STZ). Items being procured: - Development, financing, design, construction, operation, and maintenance of a District Cooling System (DCS) for Education City Special Technology Zone (STZ). Interested parties should have relevant experience in district cooling, centralized chilled-water systems, infrastructure development, project financing, EPC, and operation & maintenance. Proposals may include suitable BOO, BOOT, or other commercial models. EOI documents are available from 28 September 2026 and can be collected from the Office of Education City Project during office hours or downloaded from www.educationcity.gos.pk. The last date for submission is 28 October 2026 during office hours. Eligibility includes proven experience in district cooling projects and related infrastructure, with appropriate financial and technical capacity.
