Hiring of Chartered Accountant Firm for Audit of Wazir-e-Azam Apna Ghar Program (Ghar Ho To Apna)

The audit aims to verify and validate subsidy claims submitted by Participating Financial Institutes (PFIs) to ensure transparency, accountability, and prudent utilization of public funds. Items being procured: - Inception Report (1 job) - Draft Audit Report (1 job) - Management Response Matrix (1 job) - Final Audit Report (1 job) - Presentation (1 job) The scope includes verification of beneficiary eligibility, property verification, equity contribution, loan disbursement, mark-up application and subsidy calculation, claims verification, compliance with regulatory framework, reconciliation of records, certification of claims, identification of irregularities, and recovery recommendations. The audit methodology emphasizes preferably 100% verification with risk-based techniques and data analytics. Eligible firms must be registered with the Institute of Chartered Accountants of Pakistan and Audit Oversight Board, hold a satisfactory QCR rating, be entitled to "A" Category with State Bank of Pakistan Panel of Auditors, have at least 10 years of audit experience, and not be blacklisted. All active taxpayers are eligible. Proposals must be submitted online via EPADS v2.0 by Tuesday, November 10, 2026 at 12:00 PM. Manual submissions will not be accepted. Bid security of PKR 225,000 is required in the form of Pay Order or Demand Draft. Technical proposals will be evaluated on Quality and Cost Based Selection (QCBS) basis.
