Expression of Interest for Operating a Premium Coffee Shop at Azure Lawn, DHA Phase VIII Karachi

Pakistan Defence Officers Housing Authority (DHA) Karachi invites sealed Expressions of Interest (EOI) from reputable, experienced, and financially sound individuals, firms, or joint ventures to operate a premium coffee shop facility at a prime location (Azure Lawn on Sea Front) in DHA Phase VIII Karachi. Items being procured: - Operation of a premium coffee shop The scope of work includes design, fit-out, and furnishing of a modern café space, standard daily operations, staffing, and high-quality inventory management. The menu will feature premium coffee blends, specialty beverages, pastry, and light gourmet snacks. Strict maintenance of hygiene, safety, and international quality standards is mandatory. Eligibility criteria require a minimum of 3 years verifiable experience in owning or running a reputable coffee brand, valid registration with relevant tax authorities (FBR and SRB), sound financial standing supported by bank statements or turnover for the last 3 years, and no history of litigation or blacklisting by any government or corporate entity. Interested parties must submit a comprehensive technical and financial proposal including company profile, experience profiles, financial capability, and concept proposal outlining preliminary layout ideas, menu theme, and operational strategy. Tender documents can be obtained from the Estate Directorate, DHA Head Office during office hours from 10 AM to 4 PM (except Saturday, Sunday & Public Holidays) against a non-refundable Pay Order of Rs 10,000 in favor of Pakistan Defence Officers Housing Authority before 5th October 2026. Site visits can be arranged by coordination with Deputy Director Estate. Proposals must be sealed and submitted by 11:00 AM on 8th October 2026. Late submissions will not be entertained. Proposals will be evaluated by a Board of Officers. DHA Karachi reserves the right to reject any offer without assigning any reason.
