Expression of Interest for Hiring of Recruitment Firm for Punjab Education Foundation

Punjab Education Foundation (PEF) invites bids from recruitment firms for the hiring of a recruitment firm to provide services including designing and publishing of advertisement, application receiving, shortlisting of candidates, paper development, printing, conduction, marking and result preparation of recruitment test. Items being procured: - Deputy Director (General, IT, Finance, Law, Audit, etc.) - Assistant Director (General, IT, Finance, Law, Audit, etc.) - Officer (General, IT, Finance, Law, Audit, etc.) - Subject Specialists - Monitoring & Evaluation Officers (MEOs) - Master Trainers (MTs) - Executive Assistant (General/Photographer) - Office Assistant - Driver, etc. The recruitment firm will be responsible for conducting a single stage two envelope bidding process separately for financial and technical proposals. The firm must have a minimum financial strength of Rs. 50 million turnover in the last five years and at least five years of experience in conducting recruitment tests supported by documentary proof. The firm must also have a valid registration with tax authorities (NTN, STRN, PNTN) and be on the Active Taxpayers List (ATL). The technical proposals will be opened first, and only technically qualified bidders will have their financial proposals opened. The contract will be initially for one year, extendable up to three years subject to satisfactory performance. Interested firms can obtain detailed TORs from the PEF office or website. Proposals must be submitted by December 22, 2026, at 03:00 pm. The authorized representatives of bidders may witness the opening of financial proposals on the same day at 03:30 pm.
