Extension & Raising of Boundary Wall at Girls Hostel No-13, Quaid-e-Azam University Islamabad

The Quaid-e-Azam University Islamabad (Ministry of Federal Education and Professional Training) invites sealed bids for the Extension & Raising of Boundary Wall at Girls Hostel No-13 located in Islamabad. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Bidders must be registered on EPADS and comply with all eligibility criteria including valid PEC registration, active taxpayer status with FBR, and submission of bid security or bid securing declaration. Items being procured: - Excavation for foundation trenches and backfilling (189 cft) - Laying 1:4:8 cement concrete in foundation (31.19 cft) - Reinforced cement concrete in column footing (4.5 cft) - Reinforced cement concrete in columns (14.63 cft) - First class solid burnt brick masonry in foundation and basement (101.25 cft) - 2 inch thick damp proof course with cement concrete (45 sqft) - First class solid burnt brick masonry in ground floor superstructure (987.38 cft) - 1/2 inch thick cement plaster on walls and columns (2732 sqft) - Painting three coats with weather shield paint on plaster surface (2732 sqft) - Removal of door and window frames (1 qty) - In situ 1:2:4 cement concrete in walls thicker than 6 inches (16.88 cft) - Fixing angle iron fencing posts with aluminium paint (120 kg) - Fixing GI razor wire with double razor and GI wire bars (250 kg) - Laying hard grade ribbed deformed reinforcement bars (100 kg) The scope includes all civil works related to the extension and raising of the boundary wall, including excavation, concrete works, masonry, plastering, painting, and installation of fencing and razor wire. All materials and workmanship must meet the specified standards and be subject to inspection and approval by the Director (P&D) or authorized representatives. The contract duration is 60 days from commencement. Eligible bidders must have valid PEC registration for construction works, be active taxpayers on the FBR list, and submit a bid security of Rs. 25,000 in the form of Deposit at Call or Bank Guarantee valid for 120 days. Bids must be submitted online via EPADS v2.0 by 19 November 2026 at 02:00 PM. Hard copies of bid security must be delivered to the office of the Director (P&D), Quaid-e-Azam University, Islamabad. Late or manual submissions will not be accepted. The evaluation will be based on Least Cost Based Selection (LCBS) technique. The Procuring Agency reserves the right to accept or reject any or all bids as per PPRA rules.
