Extension of Vaccine Filling and Supply Line Facility on Design and Build Model at Biological Production Division, National Institute of Health Islamabad

The National Institutes of Health (NIH) Islamabad invites bids for the Extension of Vaccine Filling and Supply Line Facility on a Design and Build Model at the Biological Production Division (BPD). This procurement is for comprehensive non-consultancy services including architectural design, HVAC, MEP design, equipment layout planning, and execution of the facility extension in compliance with DRAP and WHO standards. The project is located at NIH Islamabad, and the scope covers detailed site survey, integration with existing HVAC and utilities, clean room classifications, structural assessments, waste management, and full compliance with sterile vaccine production regulations. Items being procured: - Construction Services (Design and Build) - HVAC Works including AHU extension and integration - Civil and Architectural Works for building extension - Containment Laboratory Doors with interlocking system - Pharmaceutical-grade Water Treatment Plant (200 L/hr) - Steam Pipeline installation (approx. 500m) - Laminar Flow Hood units (ISO Class 5, Grade A) - Backup Diesel Generator System (200 KVA) - Nitrogen Purging System for filling machine - Plumbing and Water Supply works - Conventional Fire Alarm System - Complete Electrical Systems for laboratory - Automatic Vial Washing Machine (300 vials capacity) - Cold Rooms for storage (2-8°C) - Testing and Commissioning including HVAC and cleanroom validation The bidder must be PEC registered with minimum C2 category, have proven experience in laboratory construction and HVAC systems, and meet financial and technical eligibility criteria including FBR registration and audited financials. Earnest money of PKR 1,500,000 is required with the technical bid, and a performance guarantee of 10% of contract value will be required from the successful bidder. The contract duration is 300 days with possible extensions for unforeseen circumstances. Bids must be submitted electronically via EPADS v2.0 by 24th September 2026 at 11:00 AM, with bid opening on the same day at 11:30 AM. Manual bids will not be accepted. The procurement follows the Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS). The procuring agency reserves the right to reject any or all bids without assigning reasons.
