Tender Description
State Life Insurance Corporation of Pakistan (SLIC) invites experienced contractors registered with PEC in C-5 or above category, and registered with Income Tax and Sindh Revenue Board for SST, to submit electronic bids for the external paint work and roof treatment of State Life Building No.3 located on Dr. Ziauddin Ahmed Road, Karachi. This tender is specifically issued by the Real Estate Division of SLIC, Karachi.
The scope of work includes providing and applying three coats of weather shield paint on external cement concrete surfaces, semi-plastic emulsion paint in toilets and kitchens, matt enamel paint in lift lobby areas, and comprehensive roof treatment involving dismantling existing materials, repairing cracks, applying polyurethane waterproof coating, screeding for water drainage, and laying cement concrete flooring with marble strips. Additional works include installation of solid wooden doors with locks, anodized aluminum windows, cement sand plaster for cracks, paver installation, reinforced concrete speed humps, UPVC door shutters, porcelain tiles, skirting, and marble staircases. All materials must be approved by the Engineer Incharge and work must comply with safety and quality standards.
Eligible bidders must be registered with PEC in C-5 or above category, possess valid NTN and SST registrations, and must not be blacklisted by any government or private organization. Firms should have relevant experience in similar construction works and submit a comprehensive technical bid including company profile, financial data, list of technical staff, machinery details, and an undertaking on non-judicial stamp paper confirming no blacklisting. The bid security of Rs. 1,200,000 in the form of pay order must be submitted before the closing date.
The tender follows a single stage two envelope procedure with technical bids to be submitted electronically via EPADS by 27-05-2026 at 11:00 A.M. Technical bids will be opened the same day at 11:30 A.M. Manual bids will not be accepted. The contract duration is four months inclusive of holidays, with a twelve-month defect liability period. Payment terms include interim payments of not less than 25% of the contract price and retention money of 5% to be released after the defect liability period.
Bidders are advised to visit the site for thorough understanding before quoting. A practical tip for bidders is to ensure timely submission of all required documents and bid security to avoid rejection. Also, registering and familiarizing with the EPADS system well in advance will facilitate smooth electronic bid submission. The department reserves the right to accept or reject any or all bids as per PPRA rules.
