Hiring of Consultant/Firm for Third-Party Performance Audit of Shaikh Zayed Hospital Lahore

The Ministry of National Health Services, Regulations and Coordination (M/o NHSR&C) Islamabad invites sealed proposals from reputable, qualified and experienced consulting/audit firms for hiring a Consultant/Firm to conduct a Third-Party Performance Audit of Shaikh Zayed Hospital (SZH), Lahore. This procurement is aimed at ensuring an independent and thorough evaluation of the hospital's performance to enhance service delivery and operational efficiency. Items being procured: - Hiring of Consultant/Firm for Third-Party Performance Audit of Shaikh Zayed Hospital Lahore The scope includes conducting a detailed performance audit covering all relevant operational, financial, and administrative aspects of the hospital. Bidders must prepare proposals in accordance with the detailed Terms of Reference and evaluation criteria available for free download from the Ministry's website www.nhsrc.gov.pk and the PPRA website www.ppra.org.pk. The evaluation will follow the Public Procurement Rules, 2004, under the Single Stage – Two Envelope Procedure. Eligibility criteria include proven experience in consultancy/audit services, valid PEC registration if applicable, and FBR/ATL registration. A Bid Security of Rs. 500,000/- in the form of a CDR from any scheduled bank in favor of the Drawing & Disbursing Officer (DDO), Ministry of National Health Services, Regulations & Coordination, Islamabad, is mandatory. Proposals must be submitted electronically through the PPRA e-Pak Acquisition & Disposal System (EPADS) by 21-09-2026 at 11:00 hours. Technical proposals will be opened the same day at 11:30 hours in the presence of bidders' representatives who choose to attend. Late, incomplete, or conditional bids will not be entertained.
