Tender Description
The Engineering Development Board (EDB), Ministry of Industries and Production, Government of Pakistan, invites Expressions of Interest (EOI) for the fast-track adoption of 100,000 electric bikes (EV 2-Wheelers) under the NEV Policy 2025–30 through the PAVE Program. This procurement aims to rapidly deploy electric bikes using existing Completely Knocked Down (CKD) kits already imported or in transit, ensuring quality, affordability, and local value addition.
Items being procured:
- 100,000 Electric Bikes (EV 2-Wheelers) divided into 200 batches of 500 units each
The technical scope includes compliance with battery specifications such as Lithium Iron Phosphate (LiFePO₄) type with minimum 48 V voltage, warranty of minimum 3 years or 40,000 km, and mandatory certifications. Motors must be Permanent Magnet Synchronous Motor (PMSM), brushless, with minimum top speed of 45 km/h and IP-67 ingress protection. Vehicle performance requires a range of at least 60 km per full charge, charging time not exceeding 6 hours, and GPS-enabled data logging.
Eligibility criteria require OEMs to have valid EDB and PSQCA certifications, minimum one-year manufacturing experience, sales track record of at least 200 units, production facilities including assembly line and testing fixtures, and after-sales service centers in each operating region. Financial and legal compliance including NTN, GST, ATL registration, and audited financial statements are mandatory.
Bids must be submitted electronically through EPADS v2.0 by Tuesday, November 3, 2026 at 11:00 AM, with bid opening at 11:30 AM the same day. Manual submissions are not accepted. A non-refundable submission fee of PKR 5,000 is required. The procurement follows a Single Stage One Envelope procedure.
A subsidy of PKR 80,000 per e-bike will be provided to OEMs from the NEV Levy allocation. Delivery of e-bikes must be completed within 90 days from award, with penalties for delays. Payment to OEMs will be made within five working days of verified delivery documentation submission via the PAVE portal.
Interested bidders should ensure compliance with all technical, financial, and legal requirements and submit their applications through the official EPADS portal. One practical tip for bidders is to register early on EPADS v2.0 and carefully prepare all required documentation to avoid disqualification due to incomplete submissions.
