Framework Agreement for Procurement of Grocery, Dairy & Meat Items

The National Institute of Public Administration (NIPA) Lahore invites electronic bids through the e-Pak Acquisition and Disposal System (e-PADS) from original manufacturers, authorized distributors, and suppliers having their own setup and experience in supplying Grocery, Dairy, and Meat Items to public and government sectors. Bidders must be registered with Income Tax and Sales Tax Departments and be on the active taxpayers list of the Federal Board of Revenue. Items being procured: - Grocery Items - Dairy Items - Meat Items The procurement is for a framework agreement (open and closed) to supply these items as per demand at the premises of NIPA Lahore. The bidding documents can be downloaded from the official websites nipalahore.gov.pk, ppra.org.pk, or eprocure.gov.pk, and also from the office of the Mess Officer at NIPA Lahore, located at 78-Shahrah-e-Quaid-i-Azam (Upper Mall), Lahore. Bids must be submitted online on the PPRA or EPADS websites by 11:00 AM on 18 November 2026. Technical and financial bids will be opened at 11:30 AM on the same day as per PPRA Rules 2026. Bidders are advised to upload their bids well before the deadline to avoid last-minute issues. Manual bids or proposals will not be entertained. All certificates related to firm registration with tax authorities must be enclosed. A bid security of 5% of the quoted items must be deposited as earnest money in the form of Call Deposit Receipt (CDR), Demand Draft, or Pay Order issued by any scheduled bank of Pakistan in the name of Director General, NIPA Lahore. Prices quoted should be inclusive of all applicable taxes and remain valid for the financial year 2026-27. Successful bidders will supply and deliver items as per demand at NIPA Lahore. NIPA reserves the right to accept or reject any or all bids in accordance with Rule-45 of Public Procurement Rules 2026. Non-compliance with terms, conditions, specifications, or samples will lead to cancellation of supply orders and forfeiture of bid security. A practical tip for bidders: Ensure your firm is registered on the PPRA and EPADS portals well in advance and upload your bids early to avoid technical issues on the closing date.
