Framework Contract for Provision of Human Resource and Operations and Maintenance of 671 Water Filtration Plants in Faisalabad Division

Punjab Saaf Pani Authority (PSPA) invites E-Bids through the Punjab e-Procurement System for a Framework Contract concerning the provision of human resource and operations and maintenance services for 671 water filtration plants in Faisalabad Division. The contract duration is for 4 months, extendable for a further 8 months. Items being procured: - Provision of human resource - Operations and maintenance of 671 water filtration plants The bidding documents can be downloaded free of cost from the Authority's e-Procurement website at https://eproc.punjab.gov.pk and https://ep.punjab.gov.pk. Bidders must be registered contractors/firms with PEC in category C3 & above with relevant code ME-06, and registered with FBR & PRA (NTN and PNTN). All bids must be submitted online by uploading PDF files on the e-Procurement System. A bid security amounting to Rs. 4,238,395/- (2% of the estimated cost) is required and must be submitted digitally via 1Link or Bank Guarantee from any Scheduled Bank in Pakistan in favor of Director General (O&M), PSPA, transmitted to BOP by the issuing bank via SWIFT on MT 760. The bidding procedure is single stage two envelopes. Only technically responsive bidders will qualify for opening of financial bids. Conditional bids will not be accepted. Bids will remain valid for 120 days. The Procuring Agency reserves the right to reject any or all bids under Punjab PP Rules 2014 (Rule-35). The deadline for E-Bids submission is 26th October 2026 at 01:00 PM, with opening at 01:30 PM on the same day.
